What are EDCs?
Education Development Charges (EDCs) are used by school boards to fund school site acquisitions and other site-related costs that are required to accommodate students from new development. Residential and non-residential development in the Region of Halton is subject to Education Development Charges by both the Halton Catholic District School Board and the Halton District School Board. EDCs are collected by local municipalities on behalf of both school boards and are payable at the time of building permit issuance.

2019 Education Development Charges By-law Amendment
On March 29, 2019, the Government of Ontario issued Ontario Regulation 55/19 which amended Ontario Regulation 20/98 to partially relax the previous freeze to increasing the EDC levies.
The Province has implemented a phased-in rate increase whereby a school board can increase its existing residential EDC rate to a maximum of $300 or by 5% annually to the existing rate (the greatest of both) as well as increase its non-residential EDC rate by 5% of the existing rate annually to the previous year’s rate.
The proposed EDC rates in the HCDSB 2018 EDC Background Study was $3,648 per residential dwelling unit and $0.83 per square foot of non-residential gross floor area.
Under the recently amended legislation, each Board is permitted to increase its residential EDC rate by $300 over the existing rate and its non-residential rate by 5% over the existing rate. The Board is proposing to implement these increases.
At the May 14, 2019, Special Board Meeting, Trustees approved the 2019 Amendment to the 2018 EDC By-law.

2018 Education Development Charges (EDC) By-Law
On June 28, 2018, the Board enacted and passed a region-wide 2018 Education Development Charges By-Law under the Education Act. This By-Law was a joint undertaking with the Halton District School Board (HDSB).
As the Ministry of Education and the Province were undertaking a review of the EDC Legislation, the 2018 Education Development Charges By-Law was only approved for a one (1) year period, being July 4, 2018 to July 3, 2019.
A new Background Study was developed as part of the 2018 EDC By-law review. On March 21, 2018, the Board submitted the Background Study Report and the Policy Review Report to the Ministry of Education for their review, comments, and approval.
