Education Development Charges

What are EDCs?

Education Development Charges (EDCs) are used by school boards to fund school site acquisitions and other site-related costs that are required to accommodate students from new development. Residential and non-residential development in the Region of Halton is subject to Education Development Charges by both the Halton Catholic District School Board and the Halton District School Board. EDCs are collected by local municipalities on behalf of both school boards and are payable at the time of building permit issuance. Current EDC rates for the Halton District School Board (HDSB) can be found on their website.

2021 EDC By-law Amendm​​​ent

At the Special Meeting of the Board on June 3, 2021, the Halton Catholic District School Board (the “Board”) passed a by-law that amends the Halton Catholic District School Board Education Development Charges By-law, 2018 (the “2018 EDC By-law”), which came into effect on July 4, 2018.

The table below provides the approved phased-in rates for the Board’s amended 2018 EDC By-law over the remaining five (5) year life of the by-law:

2018 Education Development Charges (EDC) By-Law

On June 28, 2018, the Board enacted and passed a region-wide 2018 Education Development Charges By-Law under the Education Act. This By-Law was a joint undertaking with the Halton District School Board (HDSB).

A new Background Study was developed as part of the 2018 EDC By-law review. On March 21, 2018, the Board submitted the Background Study Report and the Policy Review Report to the Ministry of Education for their review, comments, and approval.
