Milton Catholic Elementary Boundary Review to Accommodate French Immersion Expansion: Virtual Public Information Session #1

Background

The Town of Milton is a high growth community that continues to see new residential development, which results in high enrolment and accommodation pressures at existing Catholic elementary schools, as well as the need for new schools to meet demand in future development areas.

Due to these accommodation pressures and the direction from the Board of Trustees to expand French Immersion programming for the 2021-2022 school year, a temporary alternate location was established at St. Peter CES for the 2021-2022 school year only. Under the current status quo, St. Scholastica Catholic Elementary School is approaching and could likely exceed site capacity in the 2021-2022 school year, while St. Peter Catholic Elementary School has sufficient space to temporarily accommodate a two (2) class French Immersion expansion for Milton in the 2021-2022 school year.

On March 16, 2021, the Board of Trustees approved a motion to undertake the expansion of the French Immersion Program by satisfying all registrations annually in each region each year starting in 2022-2023.

As a response to the above concerns, the Board initiated an Elementary School Boundary Review for the Town of Milton and established a School Boundary Review Committee (SBRC), whose goal is to identify solutions to accommodate an expanded French Immersion program in Milton. Through five working meetings, the SBRC have reviewed a total of 14 boundary options against the six boundary review criterias and agreed on three potential options to be presented to the wider community through this Virtual Public Information Session #1.

Current Boundaries (Status Quo)

Under the current boundaries, all French Immersion students starting in Grade 1 are directed to St. Scholastica CES. There is one French Immersion location in the Town of Milton under the Status Quo.

  • St. Scholastica CES (Regional Location)
    All existing elementary schools and future elementary schools in Milton feed into St. Scholastica CES for French Immersion.

Accommodation Highlights
St. Scholastica CES is located in a high growth community where new families will continue to move in as development progresses over the next few years. The school cannot accommodate the entirety of the expanded French Immersion program without enrolment caps.

There is some capacity available at other schools in Milton.

Milton #10 CES Note:
Additional schools are planned in the area, with Milton #10 CES being the next school to be ready for students. Once Milton #10 CES is complete and ready for elementary students, some accommodation pressure at St. Scholastica CES will be alleviated until Milton #9 CES is built in the western portion of the Boyne area.

This school building is expected to be complete for the 2022-2023 school year, however it will be used as a holding school for the new St. Kateri Tekakwitha CSS (formerly Milton #3 CSS) until the secondary school building is complete. A separate boundary review is underway to establish Regular Track boundaries for Milton #10 CES.

Boundary Option A1

Under proposed Boundary Option A1, there will be two French Immersion locations, starting in 2022-2023.

  • St. Peter CES (North Milton location)
    Feeder schools for this FI program will include St. Peter CES, Holy Rosary (M) CES, Our Lady of Victory CES, Our Lady of Fatima CES, Guardian Angels CES and St. Anthony of Padua CES.
  • St. Scholastica CES (South Milton location)
    Feeder schools for this FI program will include St. Scholastica CES, Queen of Heaven CES, Lumen Christi CES, and St. Benedict CES. Future schools in the Boyne area, including Milton #10 CES and Milton #9 CES will feed to this FI location.

Grandfathering of Existing FI Students
In the enrolment projections, it is assumed that existing students at St. Benedict CES, St. Peter CES, and St. Scholastica CES will be grandfathered. Details on grandfathering have not yet been reviewed by the Committee and will be determined through future meetings.

Accommodation Highlights
The boundaries in Option A1 are similar to the temporary French Immersion boundaries for the 2021-2022 school year.

St. Scholastica CES is located in a high growth community where new families will continue to move in as development progresses over the next few years. Some of the enrolment pressure at St. Scholastica CES is alleviated by splitting the program with St. Peter CES, but accommodation pressures remain and will have to be addressed as new schools are opened.

Enrolment is projected to exceed the total capacity of the school site at St. Peter CES over the long-term, and will need to be addressed after 2027 as new schools in Milton are built.

Milton #10 CES Note:
Additional schools are planned in the area, with Milton #10 CES being the next school to be ready for students. Once Milton #10 CES is complete and ready for elementary students, some accommodation pressure at St. Scholastica CES will be alleviated until Milton #9 CES is built in the western portion of the Boyne area.

This school building is expected to be complete for the 2022-2023 school year, however it will be used as a holding school for the new St. Kateri Tekakwitha CSS (formerly Milton #3 CSS) until the secondary school building is complete. This option offers French Immersion at more schools in the area than currently available . However, this will result in specialized French resources being split among seven of the ten elementary schools, when Extended French is considered (4 French Immersion schools, 3 Extended French schools).

Some of the enrolment pressure at St. Scholastica CES is alleviated by splitting the program with three other schools, but accommodation pressures remain and will have to be addressed as new schools are opened.

Students can be accommodated long-term at St. Peter CES and Guardian Angels CES.

Enrolment is projected to exceed the total capacity of the school site at St. Benedict CES over the long-term, and will need to be addressed starting 2024, with potential boundary changes and/or use of new schools.

Milton #10 CES Note:
Additional schools are planned in the area, with Milton #10 CES being the next school to be ready for students. Once Milton #10 CES is complete and ready for elementary students, some accommodation pressure at St. Scholastica CES will be alleviated until Milton #9 CES is built in the western portion of the Boyne area.

    Students in this area will attend St. Peter CES for Grades 1-5, then transfer to Guardian Angels CES for Grade 6-8.
  • St. Scholastica CES (GR 1-5) & Milton #10 CES (GR 6-8)
    Feeder schools for this FI program will include St. Scholastica CES, Queen of Heaven CES, Lumen Christi CES, and St. Benedict CES. Future schools in the Boyne area, including Milton #10 CES will feed to this FI location.

This option also sees students transfer to a different school from Grade 6 for French Immersion.

St. Scholastica CES and Milton #10 CES are located in a high growth community where new families will continue to move in as development progresses over the next few years. Some of the enrolment pressure at St. Scholastica CES is alleviated by splitting the program with three other schools, but accommodation pressures remain and will have to be addressed as new schools are opened.

Enrolment is projected to exceed total capacity of for Milton #10 CES over the long-term, and will need to be addressed starting 2025 as new schools are opened.

Students can be accommodated long-term at St. Peter CES and Guardian Angels CES.

Next Steps

Once public feedback is received, it will be considered by the Committee at the next Committee Working Meeting. The Committee will then further discuss these options with consideration for additional details such as grandfathering. Once a preferred proposed boundary is determined, it will be shared with the community once again for additional feedback.

Board staff will then be provided with the Committee’s recommendation for review and will present a recommendation to the Board of Trustees for consideration and approval.
