Milton Catholic Elementary Boundary Review to Accommodate French Immersion Expansion: Virtual Public Information Meeting #2

The purpose of the Virtual Public Information Meeting #2 is to present the School Boundary Review Committee’s (SBRC) recommended accommodation plan to the Milton community.

Background

Following the Virtual Public Information Meeting #1, we are reaching back out to the community for feedback on the School Boundary Review Committee’s (SBRC) recommended boundary option to accommodate the expanded French Immersion program.

Through the Virtual Public Information Meeting #1 Feedback Survey, there was an overwhelming preference for Option A2, with 66% of respondents strongly supporting/supporting the option and 70% of respondents preferring Option A2 compared to the other options presented to the community at that time.

The SBRC reviewed the feedback and is recommending that Option A2 be the preferred boundary option. At this time, the SBRC recommended boundary is presented to the community for additional feedback.

This page provides additional information and details on the recommended boundary option selected by the SBRC.

Next Steps

The SBRC recommendation will be presented to the Board of Trustees for consideration and approval. Feedback received through the Virtual Information Session will form part of the Board Report and will be considered in the Board decision. An opportunity to delegate is also available.

Current Boundary

Under the current temporary boundaries for the 2021-2022 school year, French Immersion students starting in Grade 1 are directed to either St. Scholastica CES or St. Peter CES based on the school boundaries (see smaller inset map on the right).

  • St. Peter CES (North Milton location)
    Feeder schools for this Grade 1 FI cohort will include St. Peter CES, Holy Rosary (M) CES, Our Lady of Victory CES, Our Lady of Fatima CES, Guardian Angels CES and St. Anthony of Padua CES.
  • St. Scholastica CES (South Milton location)
    Feeder schools for this Grade 1 FI cohort will include St. Scholastica CES, Queen of Heaven CES, Lumen Christi CES, and St. Benedict CES. Future schools in the Boyne area, including Milton #10 CES, will feed to this FI location.

The boundary for the 2021-2022 school year is temporary and only applies to the 2021-2022 Grade 1 French Immersion cohorts. Based on the current boundary, all new French Immersion students will enrol at St. Scholastica CES in the 2022-2023 school year (see larger map on the right).

Accommodation Highlights
St. Scholastica CES is located in a high growth community where new families will continue to move in as development progresses over the next few years. The school cannot accommodate the entirety of the expanded French Immersion program without enrolment caps.

There is some capacity available at other schools in Milton.

Milton #10 CES Note:
Additional schools are planned in the area, with Milton #10 CES being the next school to be ready for students. Once Milton #10 CES is complete and ready for elementary students, some accommodation pressure at St. Scholastica CES will be alleviated until Milton #9 CES is built in the western portion of the Boyne area.

This school building is expected to be complete for the 2022-2023 school year, however it will be used as a holding school for the new St. Kateri Tekakwitha CSS (formerly Milton #3 CSS) until the secondary school building is complete. A separate boundary review is underway to establish Regular Track boundaries for Milton #10 CES.

SBRC Recommended Boundary (Starting in 2022-2023 School Year)

Under proposed Boundary Option A2, there will be four French Immersion locations, starting in 2022-2023.

  • St. Peter CES
    Feeder schools for this FI program will include St. Peter CES, Holy Rosary (M) CES, and St. Anthony of Padua CES.
  • Guardian Angels CES
    Feeder schools for this FI program will include Guardian Angels CES, Our Lady of Fatima CES, and Our Lady of Victory CES.
  • St. Benedict CES
    Feeder schools for this FI program will include St. Benedict CES, Queen of Heaven CES, and Lumen Christi CES.
  • St. Scholastica CES
    Feeder schools for this FI program will include St. Scholastica CES, and future schools in the Boyne area, including Milton #10 CES.

Accommodation Highlights
This option offers French Immersion at more schools in the area than currently available. However, this will result in specialized French resources being split among seven of the ten elementary schools, when Extended French is considered (4 French Immersion schools, 3 Extended French schools).

St. Scholastica CES is located in a high growth community where new families will continue to move in as development progresses over the next few years. Some of the enrolment pressure at St. Scholastica CES is alleviated by splitting the program with three other schools, but accommodation pressures remain and will have to be addressed as new schools are opened.

Students can be accommodated long-term at St. Peter CES and Guardian Angels CES.

Enrolment is projected to exceed the total capacity of the school site at St. Benedict CES over the long-term, and will need to be addressed by the 2024-25 school year, with potential boundary changes and/or use of new schools.

Milton #10 CES Note:
Additional schools are planned in the area, with Milton #10 CES being the next school to be ready for students. Grandfathering

As of the 2021-2022 school year, all current French Immersion students at St. Scholastica CES, St. Benedict CES and St. Peter CES will remain at these French Immersion locations until grade 8 graduation, provided that they continue in the French Immersion program.
