Milton Catholic Elementary Boundary Review to Accommodate French Immersion Expansion

Background

On January 19, 2021, Board staff presented the Board of Trustees with a plan to expand French Immersion (FI) programming across Halton for the 2021-2022 school year. In order to accommodate the French Immersion program expansion, staff examined expansion at existing French Immersion schools as well as introducing the program to new locations.

The Town of Milton is a high growth community that continues to see new residential development, which results in high enrolment and accommodation pressures at existing Catholic elementary schools, as well as the need for new schools to meet demand in future development areas.

Due to these accommodation pressures, a temporary alternate location was established at St. Peter CES for the 2021-2022 school year only. Under the current status quo, St. Scholastica Catholic Elementary School is approaching and could likely exceed site capacity in the 2021-2022 school year, while St. Peter Catholic Elementary School has sufficient space to temporarily accommodate a two (2) class French Immersion expansion for Milton in the 2021-2022 school year.

As this is only a temporary solution, a municipal elementary boundary review will be required prior to long-term French Immersion program expansions in Milton. This may include, but is not limited to, changes to the Regular Track and optional Board program catchment areas, which may result in student relocations without grandfathering of students based on accommodation pressures. As a response to the above concerns, the Board of Trustees approved the initiation of a School Boundary Review for all Milton Elementary schools at the January 19, 2021, Regular Meeting of the Board, to support the expansion of the French Immersion program in Milton beyond the 2021-2022 school year.

Scope of this Boundary Review

The scope of the school boundary review would be as follows:

  • Review the school attendance boundaries for Milton elementary schools to facilitate French Immersion program expansion, which involves a comprehensive review of both Regular Track and French Immersion programming, where necessary.
  • Work with senior staff to develop an accommodation plan for Milton Elementary Regular Track and French Immersion Students.

The above schedule is tentative and may be subject to change as the SBRC moves through the process. If additional or fewer working meetings and/or public meetings are required, further modifications may be made to the above schedule.

The goal is to complete the boundary review process by the first week of December 2021, as per Board resolution #14/21. In order to meet this deadline, meetings may need to occur in the summer months.
