Milton CSS Boundary Review Virtual Public Information Meeting #2

The purpose of the Virtual Public Information Session was to present the School Boundary Review Committee’s (SBRC) recommended Ultimate School Boundary and Interim Accommodation Plan to the Milton community.

Background
Following the Virtual Public Information Meeting #1 and the Interim Accommodation Feedback Survey, we are reaching back out to the community for feedback on the School Boundary Review Committee’s (SBRC) recommended ultimate boundary option and the interim accommodation option.

Through the Interim Accommodation Feedback Survey, there was a desire to keep students in the Milton community. Approximately 58% of survey respondents did not support Lester B. Pearson High School as the holding school for the full interim period until Milton #3 CSS is opened. In addition, 64% of respondents supported the use of E.C. Drury School as the holding school for the full interim period until Milton #3 CSS is opened.

Since that survey, new information was received by the SBRC that impacted the interim accommodation options.

  • On July 29, 2020, the Ministry of Education approved funding for a new elementary school in the Boyne Community (Milton #10 CES), located at Whitlock Avenue and Kennedy Circle West. This provides the opportunity to use a new elementary school, located approximately 1.1 km from the planned Milton #3 CSS, as a holding school once the elementary school construction is complete. This new elementary school project is currently underway and expected to be completed within the 2021-22 school year.
  • On October 7, 2020, E.C. Drury School (E.C. Drury School for the Deaf) was determined to no longer be a viable interim accommodation option as the existing school required additional classroom space in that building due to programming and COVID-19 related classroom requirements.

Following this new information, the SBRC is recommending that Milton #10 CES be the holding school for the Milton #3 CSS community until the new Catholic Secondary School opens. In the event that construction of Milton #10 CES is delayed beyond September 2021, the Milton #3 CSS community will be held at Lester B. Pearson HS in Burlington until Milton #10 CES opens.

This holding school meets the preference of the community to stay within Milton in the interim until Milton #3 CSS opens. If the Milton #10 CES construction is delayed beyond September 2021, students will be only temporarily transported to Lester B. Pearson HS in Burlington. This interim solution minimizes the disruption to the St. Francis Xavier CSS community if the Milton #3 community were to move mid-school year, and ensures stable scheduling throughout the 2021-22 school year at that school.

This page provides additional information and details on the recommended Interim Accommodation option that has been selected by the SBRC.

Next Steps
The SBRC recommendation will be presented to the Board of Trustees for consideration and approval. Feedback received through the Virtual Information Session will form part of the Board Report and will be considered in the Board decision. An opportunity to delegate is also available.

Ultimate School Boundary

Based on the results of the Virtual Public Information #1 feedback survey, 69% of respondents supported or strongly supported the ultimate Milton #3 Catholic Secondary School boundaries as proposed in Option A.

At this time, the SBRC has opted to proceed with Option A for the Regular Track school boundary for Milton #3 CSS. Secondary optional programming locations (French Immersion and Extended French) will be reviewed at a later date.

Once the new Milton #3 CSS opens, students that reside more than 3.2 km will be eligible for student transportation.

Interim Accommodation Plan

Below is the School Boundary Review Committee’s recommended Interim Accommodation Plan. Details of the plan are presented below based on the following components:

  1. Affected grade cohorts between the year 2021-22 and 2022-23
  2. Which location students are going and when
  3. Transportation details

Optional secondary school programming locations will be determined at a later time.

2021-22 School Year

Regular Track (RT) within new Milton #3 CSS boundary only

  • New Grade 9 students attend new Milton #3 Holding School at Milton #10 CES.
       – Once the new Milton #3 CSS opens, this cohort of students will attend the new secondary school.

Note: If the opening of Milton #10 CES is delayed beyond September 2021, the holding school students will be temporarily accommodated at Lester B. Pearson HS in Burlington. Once the new Milton #10 CES opens, this cohort of students will attend Milton #10 CES.

  • Grade 10-12 students remain at St. Francis Xavier CSS.

Regular Track (RT) within new St. Francis Xavier CSS or Bishop P. F. Reding CSS boundaries

  • New Grade 9 students attend either St. Francis Xavier CSS or Bishop P. F. Reding CSS based on their home school catchment
  • Grade 10-12 students living within the new St. Francis Xavier CSS boundary or Bishop P. F. Reding CSS boundary will remain at their respective home schools.

2022-23 School Year

Regular Track (RT) within new Milton #3 CSS boundary only

  • New Grade 9 students attend new Milton #3 Holding School at Milton #10 CES.
       – Once the new Milton #3 CSS opens, this cohort of students will attend the new secondary school.
  • Grade 10 students remain at the Milton #3 Holding School at Milton #10 CES.
       – Once the new Milton #3 CSS opens, this cohort of students will attend the new secondary school.
  • Grade 11-12 remain at St. Francis Xavier CSS.

Regular Track (RT) within new St. Francis Xavier CSS or Bishop P. F. Reding CSS boundaries

  • New Grade 9 students attend either St. Francis Xavier CSS or Bishop P. F. Reding CSS based on their home school catchment
  • Grade 10-12 students living within the new St. Francis Xavier CSS boundary or Bishop P. F. Reding CSS boundary will remain at their respective home schools.

Student Transportation for Milton #3 CSS Community
All Regular Track students that are more than 3.2 km from the Milton #10 Holding School will be transported to the school. Once the new Milton #3 CSS opens, students that reside more than 3.2 km will be transported.

Note: If students need to be temporarily accommodated at Lester B. Pearson HS in Burlington until Milton #10 CES opens, all students will be provided transportation to Lester B. Pearson HS.
